For months in 2010, through the holiday season that matters most to a retailer, J.C. Penney owned Google. Type "dresses" into Google, a search made about 11.1 million times a month in the United States, and the department store came first. It came first for "bedding" and "area rugs," sat at or near the top for "skinny jeans" and "living room furniture," and ranked above Samsonite's own website for "Samsonite carry on luggage."
Then a search consultant named Doug Pierce went looking for the reason, at the request of The New York Times. He found 2,015 pages across the web, many of them on sites that had nothing to do with clothing, each carrying a link to Penney with words like "casual dresses" or "black dresses." Links are how Google judges which pages deserve to rank, and someone had placed thousands of them. When the paper showed Google, the company took what it calls a manual action, a penalty applied by its own staff. One evening, "living room furniture" fell from first place at 7 p.m. to 68th by 9 p.m. Across 59 searches, Penney's average position went from 1.3 on February 1 to 52 on February 10.
"J.C. Penney did not authorize, and we were not involved with or aware of, the posting of the links."
J.C. Penney, to The New York Times, February 2011
The retailer fired its search firm, SearchDex. That was the end of the agency's part in the story. Penney kept the consequences.
Fifteen years on, the lesson is the one every business owner learns too late: when you hire an agency for SEO, short for search engine optimization, the work of getting a business found on Google, the agency does the work and you carry the risk. Which is why the question owners type when they start looking, "best SEO agency Toronto," deserves a better answer than the one Google currently gives it.
Who writes Toronto's "best SEO agency" lists
On a Tuesday afternoon this October, we ran that search from our office in Liberty Village. What came back looked like a library of independent advice: ten-best lists, top-25 lists, shortlists "for 2026." Then we read the bylines. Of the first 19 ordinary results, 16 sat on websites owned by SEO agencies. Seven were "best agency" lists written by an agency about its own rivals, and the author tended to land at or near the top. Only three came from a directory or a news site. One list that ranks its author first is published by a firm whose contact page gives addresses in India and none in Canada.

The chatbots have read the same pages. We asked ChatGPT, Perplexity, Gemini and Google's AI Mode "What is the best SEO agency in Toronto?" None pointed to anything it had checked for itself. Three of the four leaned on Clutch, a directory built on client reviews; the rest of their sources were other directories, agency websites and, in ChatGPT's case, a "contributed" article on a lifestyle site. It is the same loop we found when we studied how Google's AI answers pick businesses: the machine summarises what the industry says about itself.

Google's own guidance for comparison content asks for something else: measurements, drawbacks as well as benefits, original research. So we did the reporting. We read every agency's pricing page, contract terms and case studies, and wrote down what each one commits to in writing. We are on the list too, and we held ourselves to the same test.
The best SEO agencies in Toronto at a glance
We began with every agency that appeared in Google's map results, its ordinary results and the AI answers for Toronto searches, and kept the firms that publish a Toronto street address and enough about their work to judge. A firm whose website would not load, one we could not confirm had staff in the city and the one based overseas did not make the cut. Eleven did.
| Agency | Best for | Published price | Contract | Results guarantee |
|---|---|---|---|---|
| Awkward Media | Established businesses that want results in writing | $1,497 to $5,000 a month | Month to month | 20 days and 60 days |
| Search Engine People | SEO with paid ads and conversion work | From $999 a month | No minimum; suggests 4 to 12 months | None |
| dNOVO Group | Law firms and medical practices | From $4,000 a month | No long-term contracts | None |
| Page Pros | Small local businesses on a tight budget | $299 to $399 a month, plus setup | Monthly | None |
| seoplus+ | Multi-location, ecommerce and B2B | From $1,749 a month | Not stated | None |
| Local SEO Search | Small dental, medical and legal practices | From $500 a month | 12 months at a time | None |
| TechWyse | Full-service marketing | Not published | No term contracts | None |
| Major Tom | Enterprise brands | Not published | Not stated | None |
| Brand Vision | Brand, website and SEO together | Not published | Six-month minimum | None |
| WebHill | Small local trades | Not published | No long-term contract | None |
| New Digital | Ads first, SEO second | SEO from about $1,500 a month | Month to month | None |
Prices are as each agency publishes them, checked on October 13, 2026. "None" means we found no written promise of a result on the agency's own site.
The spread is wide. The cheapest published plan in the city costs $299 a month; the most expensive published floor is $4,000, and four firms publish no price at all, which means the number only arrives after the sales call. Price alone tells an owner very little. What the money buys, and what happens when it buys nothing, tells a great deal more.

What the best SEO company in Toronto should promise
Every small business owner has had the call. In 2018 the U.S. Federal Trade Commission went to court against a Florida operation called Pointbreak Media, which had robocalled more than 74 million people. Its recordings claimed to speak for Google, warned owners their business would be marked "permanently closed," and offered first-page or first-place Google rankings for $300 to $700. None of it was true. A federal court shut the scheme down in May 2019 and banned its two principals from ever selling search optimization again.
That is the bottom of the market, and it explains why the top of the market is so careful. Read enough Toronto agency websites and one sentence repeats. "We cannot guarantee specific rankings or outcomes," says Search Engine People. Page Pros' terms say it "is unable to guarantee improved rankings." New Digital, asked on its own site whether it guarantees first-page rankings, answers: "No, and neither should anyone else." Of the 11 agencies here, ten make no written promise about results at all.
"No one can guarantee a #1 ranking on Google."
Google, advice to businesses hiring an SEO
Google's advice to owners hiring an SEO is blunt, and right. But a ranking and a promise are different things. An agency cannot control Google. It can control its own time and its own fee, and it can decide whether to put them on the line. Pointbreak sold first place. The careful agencies refuse to promise anything. Between the two there is a third option, and it is the one an owner should ask for.
It is the design of our two guarantees. The searches we target are agreed with the client, in writing, before work begins. If they are not on page one of Google by day 60, we keep working without charge until they are. If the client sees no visible improvement in the agreed numbers by day 20, they get that month's payment back and $200 on top. We do not sell first place. We sell a date, and we pay when we miss it.

The fine print at the top SEO companies in Toronto
The promise is one half of the risk. The contract is the other. Local SEO Search asks clients "to commit to 12 months at a time." Brand Vision says its "ongoing programs carry a six-month floor." Page Pros has no contract, but its terms say deposits and advance payments are not refundable, and its setup fees run from $500 to $1,000 on top of the monthly plan. None of that is unusual, and none of it is wrong. It simply moves the risk of a bad year onto the client.
The other clause that matters is ownership. When Penney fired its agency, it still had its own website, its own accounts and its own name to rebuild. Plenty of businesses cannot say the same: the analytics, the Google Search Console account and even the Google Business Profile sit in the agency's name, and leaving means starting over. Whoever you hire, get it in writing that the accounts are yours. Our pricing is published, and every plan runs month to month.
The best SEO agencies in Toronto, one by one
1. Awkward Media: the one that puts results in writing
We work out of 30 Ordnance Street in Liberty Village and have spent 13 years ranking businesses in Canada and the United States. Our clients are established businesses, typically doing $20,000 a month or more: law firms, clinics, mortgage brokers, home services and online stores. Plans run from $1,497 to $5,000 a month for local SEO, organic SEO or both, with AI SEO included rather than sold on top.
The proof is in searches anyone can run. EquityRich, a Toronto mortgage firm, sits first on Google for "commercial mortgage Toronto," above the banks, and is cited in Google's AI answer. Rosedale Wellness Centre is named in Google's AI answers for prenatal and baby chiropractic care. West of the city, Burloak Centre Dentistry ranks first in Oakville for both emergency and cosmetic dentistry, and in Barrie Chapman McAlpine is the first family law firm on the page. On Google we are rated 4.8 from 199 client reviews.

We are not the cheapest name here, and we are not built for a one-off project or a business still finding its feet. We take on 15 new clients a month so the promises hold, which sometimes means a wait.

2. Search Engine People: the veteran
Founded in 2001 and based at 2 Bloor Street East, Search Engine People is one of the longest-running search firms in the country, and it reads like one: SEO, paid search and conversion work under one roof, for clients from small Canadian firms to large brands. Its packages are listed from $999 a month, although its own FAQ says it does not sell pre-set packages, so expect a custom quote. There are no minimum terms, but it recommends staying four, six or 12 months. Its best-documented result is a Muskoka dock builder whose revenue, it reports, grew from $1.7 million to $5 million within a year of combined SEO, ads and conversion work. Clutch rates it 4.9 from 56 reviews.
3. dNOVO Group: the law-firm specialist
dNOVO works from 82 Scollard Street in Yorkville and lists offices across Canada and the US. Legal work makes up 40% of what its Clutch profile shows, and it promises not to take on a client's direct competitors. It has the highest published floor in the city, from $4,000 a month, and says it does "not rely on long-term contracts." It talks about "delivering qualified leads within the first 30 days," though not as a guarantee with a remedy. One of its law-firm case studies reports 178% growth in new cases over 12 months. It also runs a second, keyword-named brand, SEO Company Toronto, from a different downtown address. ChatGPT and Gemini both named dNOVO first in our test.
4. Page Pros: the budget pick
Page Pros, founded in 2021 and based at 80 Atlantic Avenue, also in Liberty Village, sells local SEO the way a phone company sells plans: $299, $349 or $399 a month for five, seven or ten keywords, plus setup. It has 526 Google reviews, more than any agency we checked. For a small business that fits the package, it is the cheapest door in town.
5. seoplus+: the published menu
Headquartered in Ottawa with a Toronto office at 333 Bay Street, seoplus+ has the most detailed price list of the larger firms: from $1,749 a month for an essentials plan covering up to 10 keywords, $2,499 for local and $3,499 for B2B or ecommerce. Its pricing page does not state a contract term, so ask. It suits companies with several locations or an online store that want to choose from a menu. Clutch rates it 4.9 from 53 reviews.
6. Local SEO Search: the year-long commitment
Local SEO Search, at 210 Simcoe Street, opens with the lowest custom price on this list. "Our Complete SEO Packages Start at $500 a Month!" its site says. The trade is time: the 12-month commitment, and results it says generally come "within the first six months, but it can take a year or more." Its Clutch work leans to dental, medical and legal practices, and it is rated 4.9 there from 41 reviews.
7. TechWyse: the full-service shop
In business since 2001, with more than 125 employees and an office on Dupont Street, TechWyse offers SEO, ads, websites and reputation work for small and mid-sized firms, with "No Term Contracts." It does not publish prices, and says SEO can take three to six months to show. It is rated 4.8 on Google from 197 reviews. If you want one firm for everything, its size is the point.
8. Major Tom: built for enterprise
Headquartered in Vancouver with a Toronto office on Adelaide Street West, Major Tom is a full-service agency for national brands, and SEO is one part of a much larger offer. It does not publish prices; Clutch lists a minimum project of $50,000. It is rated 4.9 there from 51 reviews. Right for a marketing department, wrong for a single clinic.
9. Brand Vision: brand first
Brand Vision, at 60 Bloor Street West, is mainly a branding and web design studio that also does SEO, with the six-month floor and "meaningful movement between month three and month six." Clutch lists a $10,000 minimum and rates it 5.0 from 65 reviews. A good fit if the website itself needs rebuilding first.
10. WebHill: small local trades
WebHill, at 487 Adelaide Street West with offices in Newmarket and Richmond Hill, works with heating firms, contractors and clinics. It does not publish prices; its quote form starts with budgets under $600 a month, and it offers "No Long-Term Contract." It shows up strongly on Google Maps across much of downtown, with a 5.0 rating from 20 Google reviews.
11. New Digital: ads first
New Digital, on King Street East, is a Google and Meta ads agency first. Its SEO work "typically start[s] around $1,500 per month," month to month, and most of the results it publishes are anonymous and American. A sensible choice if paid ads are your main channel and SEO is the second.

The best SEO in Toronto for your kind of business
The right agency depends less on the list than on the business. A law firm has the most specialised choice in the city: dNOVO Group lives on legal work, and our law firm SEO page shows the searches we hold for firms like yours. A dental or medical practice can take Local SEO Search's low entry price if a year's commitment suits it, or look at our dental SEO work, month to month.
An online store will find a published ecommerce plan at seoplus+, and the same ground covered in our ecommerce SEO. The smallest budget belongs at Page Pros. A national brand with a marketing department needs the scale of Major Tom or Search Engine People. An owner who only wants a second opinion may need nothing more than SEO consulting. And an established business that wants a date to hold its agency to has, in this city, one firm that writes it down.
Why Google Maps is a poor guide to the top SEO companies in Toronto
Many owners judge an agency by where it sits on Google Maps. It is a weaker test than it looks. Google says local results depend mainly on relevance, distance and prominence, and distance means the distance from the person searching. When we searched "SEO agency Toronto" from six points across the city, from Liberty Village to Scarborough, the three businesses on the map, known as the map pack, changed almost completely from one neighbourhood to the next. No agency held a top-three spot everywhere.
Several firms are simply named after the search, which helps on the map and says nothing about the work. The better test is what an agency has done for a business like yours, on searches you can check yourself. Getting a client into the map pack across every area it serves, not just the block around its office, is the job of local SEO and Map Pack expansion. Ask for named case studies, with the searches and the dates.
How to choose an SEO agency in Toronto
Our longer guide on how to choose an SEO agency covers the detail. In Toronto, five questions will sort a shortlist quickly:
- What will I pay, and for how long? The monthly fee, any setup fee and the minimum term, in writing. In this city, minimums run from none to 12 months.
- What exactly will you work on? The searches, the pages and your Google Business Profile, the free listing that puts a business on Google Maps.
- What should I see by day 30, and by day 90? An agency that cannot name an early sign of progress is asking for trust, not offering evidence.
- Which clients like me can I search for myself? A Toronto clinic should see clinics; a law firm should see law firms.
- How will you get links? Ask where they come from and who places them. Penney's 2,015 did not come from nowhere.
If you serve the wider region, ask too how they will reach Mississauga and the rest of the GTA, and the AI answers more customers now read first, which is the work of AI SEO.
Then ask the question none of the lists raise. J.C. Penney learned the answer on a February evening in 2011, watching its best searches fall in two hours: when the work goes wrong, whose problem is it? Most agencies in this city will tell you, politely, that it is yours. Of the 11 here, one will tell you it is theirs.
If you want to see where your own business stands, our Toronto SEO team will run your searches live with you on a free call, from the neighbourhoods your customers search in. Bring the other proposals. The best SEO agency in Toronto is the one still accountable on day 60.
